Three men plot to convert Britain into Police State GB - three junior ministers, brothers known as The Cabal. Tweed and Paula of the SIS are battling to stop the merger of SIS, MI5, the police, the coastguards, etc., into one massive unit - the sinister State Security. The Cabal has convinced half the Cabinet. Then Tweed is asked by Commander Buchanan to investigate the horrific murder of society beauty, Viola Vander-Browne, only to be faced with the killing of her raunchy twin sister, Marina. With one hand he tracks the killer of the sisters, with the other he opposes the formation of State Security, convinced that there is a link between the two. The pressure mounts as Tweed is called abroad to stop fifty Slovaks, trained to speak English as the elite corps of State Security, from being smuggled into Britain.
